2020年的一场新冠疫情让全球面临前所未有的挑战，如何在应对疫情的同时发展经济；如何在疫情结束之后实现经济回升的同时又保护海洋自然资源呢？国务院在2020年5月发布的政府工作报告中，唯一提及海洋的即 “发展海洋经济”。在后疫情时代如何在发展海洋经济保障民生的同时保护海洋资源呢？

健康的海洋生态系统是海洋经济可持续发展的基础。我们倡导发展蓝色经济，这也是实现海洋经济可持续发展的路径。根据世界银行的定义，“蓝色经济旨在促进经济增长、社会包容和人民生计的保护和改善，同时保障环境的可持续发展”（世界银行，2017 年）。什么是蓝色经济，国内外蓝色经济有怎样的实践案例来进行分享，有哪些市场机制可以为蓝色经济提供可持续的市场经济？

北京市企业家环保基金会将在2020中国海洋经济博览会期间主办一场蓝色经济线上论坛，邀请国内外的专家，共同就上面的问题进行深入的探讨，为后疫情时代的海洋经济的发展提供新的思路。我们将着重围绕：1）蓝色经济规划；2）蓝色经济融资机制；3）蓝色经济示范案例，三个话题进行探讨，希望能够推动海洋经济成为可持续的蓝色经济。我们希望本次线上论坛，能够为大家提供蓝色经济发展新的想法和最佳实践案例做参考，更好的促进全球关于蓝色经济的合作。

SEE Foundation will be hosting an online webinar on Blue Economy during the 2020 China Marine Economy Expo (CMEE). Experts around the world will discuss the challenges and opportunities in marine conservation and economy we face in the post-pandemic era, in hope of providing a new vision for blue economic development. We will focus on 1) Blue economy planning; 2) Financing mechanism of blue economy; 3) Panel discussion-case & experience sharing in order to advance the transition to a sustainable blue economy. We hope to provide new ideas and best practice cases to you during this webinar, and promote cooperation in blue economy.
